FEDERAL LAW PROHIBITS ANYONE BUT REGISTERED USERS WITH HEARING LOSS FROM USING INTERNET PROTOCOL (IP) CAPTIONED TELEPHONES WITH THE CAPTIONS TURNED ON. IP Captioned Telephone Service may use a live operator. The operator generates captions of what the other party to the call says. These captions are then sent to your phone. There is a cost for each minute of captions generated, paid from a federally administered fund. No cost is passed on to the CapTel user for using the service.

A person who is deaf, hard-of-hearing, deaf-blind, or speech-disabled uses a TTY to type his/her conversation to a relay operator , who then reads the typed conversation to a hearing person. The relay operator relays the hearing person's spoken words by typing them back to the TTY user.

HOW TTY RELAY WORKS

You, as a TTY caller, dial the TTY number, 711 or 800-842-9710. Relay Connecticut will answer. You then type in the area code and telephone number you wish to call and then type "GA" (Go Ahead.) The relay operator dials the number and connects to the other party. After the TTY caller types "GA", it is the other party's turn to respond. 

 

  1. You type your conversation to the relay operator. Remember to type in "GA" (Go Ahead) at the end of each message.
     

  2. The relay operator then voices your typed message to the other party.
     

  3. After the TTY caller types "GA", it is the other party's turn to respond. 
     

  4. The relay operator relays the other party's spoken words by typing them back to the TTY caller.
